The clip in question showed Mamdani and Ocasio-Cortez smiling and appearing to share a laugh at the National September 11 Memorial plaza just as the names of attack victims were being read aloud, footage that television broadcasts cut to directly from a visibly grieving man wiping tears near the memorial’s waterfall. The moment went viral within hours, landing in the middle of a ceremony that drew four former presidents, thousands of victims’ family members, and a mayor whose attendance had already been contentious over his appointment of a chief counsel who once represented a man tied to the 9/11 plot.

Not everyone accepted the clip at face value. Michael Ragusa, a longtime Republican and former NYC EMT who said he was standing next to the two officials, insisted the exchange was simply a greeting rather than inappropriate mirth: “The videos of [them] laughing are not true. I was standing next to them the whole time… The camera just caught her greeting him hello.” Extended footage that circulated later, including additional CNN video, appeared to show both Mamdani and Ocasio-Cortez returning to more neutral expressions shortly after the brief exchange, and other officials in attendance were seen smiling at various points during the ceremony as well.

Reactions

Trump’s comments landed on top of a wave of criticism from fellow Republicans that had been building since Friday. Sen. Ted Cruz, R-Texas, asked pointedly, “How the hell do you laugh while the names of those murdered on 9/11 are being read aloud?” Rep. Nancy Mace, R-S.C., was equally blunt: “If laughing at Ground Zero while names are being read during the 25th anniversary of 9/11 is your thing, perhaps public service isn’t your calling.” Rep. Wesley Hunt, R-Texas, added that “Ground Zero is sacred ground” and “September 11 is not a photo op, it is not a networking event.”

New York City Councilwoman Inna Vernikov piled on as well, saying that “after thousands of families of victims of terror beg Mamdani not to show up, he stands there and laughs while families weep.” Neither Mamdani’s office nor Ocasio-Cortez’s office has responded directly to Trump’s remarks or to the broader wave of Republican criticism, and Fox News reported it had not received comment from either office by the time of publication.
