Iran’s Supreme Leader Mojtaba Khamenei has issued a new statement outlining Tehran’s conditions for ending its conflict with the United States, as President Donald Trump’s administration increases military pressure and considers additional operations against Iranian targets.

The Iranian leader’s remarks were reported by state-linked media on October 27 following a meeting with Mohsen Rezaei, head of Iran’s Supreme National Security Council.

The statement comes amid renewed diplomatic efforts to prevent another major escalation in the eight-month conflict involving Iran, the United States, and Israel.

According to Iranian reporting, Khamenei emphasized that any lasting settlement must satisfy conditions established by Iran’s leadership.

Those conditions involve national security, economic interests, regional influence, and the future of the strategically important Strait of Hormuz.

The supreme leader directed Iranian officials to continue pursuing those objectives through the country’s national security institutions.

Khamenei stressed the need to implement “the conditions set out by the country’s officials, with the aim of ending the war.”

The statement also addressed what Iranian leaders describe as the current situation of “neither war nor peace.”

That phrase reflects the uncertainty surrounding the conflict, in which periods of reduced fighting have been accompanied by sanctions, military preparations, and continuing threats of renewed attacks.

The remarks suggest that Tehran is attempting to define the terms under which it would consider the conflict resolved.

However, the statement does not establish that Iran has accepted American demands or agreed to an unconditional end to hostilities.

The comments followed a meeting between Khamenei and Rezaei, who briefed the supreme leader on the country’s security situation.

Iranian reporting described the meeting as part of the government’s efforts to coordinate military, political, economic, and diplomatic activities.

The Supreme National Security Council plays a central role in coordinating Iran’s national security policies.

Its responsibilities include evaluating regional threats, reviewing strategic decisions, and coordinating major institutions involved in security matters.

Khamenei emphasized the importance of protecting Iran’s interests while considering possible arrangements to end the conflict.

The statement also referred to Iran’s relationships with allied groups and political movements across the Middle East.

Those relationships have been an important source of tension between Tehran and Washington for decades.

The Trump administration has sought to restrict Iran’s ability to support armed organizations and expand its military influence across the region.

The current conflict began escalating sharply on February 28, 2026, when American and Israeli forces conducted attacks against Iranian targets.

Iran responded with military strikes, leading to a prolonged confrontation involving missile attacks, naval activity, and additional regional security measures.

The fighting has affected military installations, civilian infrastructure, and international commerce.

It has also disrupted diplomatic efforts concerning Iran’s nuclear activities and regional security commitments.

Washington has maintained that a lasting agreement must address concerns involving Iran’s nuclear program.

The United States has also pursued measures intended to limit Tehran’s ability to rebuild military capabilities damaged during the conflict.

Iran, meanwhile, has demanded changes to American economic sanctions and restrictions affecting its maritime trade.

One of Tehran’s central demands concerns the American naval blockade affecting Iranian ports in the Persian Gulf.

Iranian officials have indicated that ending those restrictions is an important condition for meaningful peace negotiations.

The country has also called for relief from economic sanctions imposed by Washington.

Those measures have restricted Iran’s access to international financial systems and affected its ability to conduct certain commercial transactions.

The disagreements have complicated efforts to establish a durable settlement.

Another major obstacle involves the Strait of Hormuz.

The waterway connects the Persian Gulf with the Gulf of Oman and serves as one of the world’s most important routes for international energy shipments.

Khamenei’s October 27 statement emphasized the importance of managing the strait as part of Iran’s broader security strategy.

Tehran has sought to retain influence over maritime activity in the region.

The United States, meanwhile, has emphasized the need to restore freedom of navigation and prevent disruptions to commercial shipping.

Disagreements over maritime access contributed to the collapse of an earlier ceasefire arrangement in June.

Those differences remain a major issue in discussions involving the two governments.

The latest Iranian statement also comes as regional diplomatic efforts have intensified.

Representatives from Qatar have visited Tehran to discuss possible arrangements aimed at reducing tensions.

Officials from Saudi Arabia, Turkey, and Pakistan have likewise participated in diplomatic contacts.

China has also indicated that it intends to support efforts to prevent further deterioration in regional security.

The involvement of these governments reflects the international significance of the conflict.

Many regional countries have economic or security interests that could be affected by renewed American and Israeli operations against Iran.

Energy-producing states face particular concerns because their infrastructure and export routes could become vulnerable during another military escalation.

The diplomatic activity has coincided with reports that the Trump administration is preparing additional military options.

On October 28, The Wall Street Journal reported that American officials had warned several Gulf governments to prepare for the possibility of a short, intense campaign against Iran after the November 3 midterm elections.

The newspaper also described military preparations involving additional air-defense systems, naval forces, and ammunition supplies.

Those developments provide important context for Khamenei’s statements concerning the conditions for ending the conflict.

The Iranian leader is outlining Tehran’s demands while Washington continues evaluating possible military action.
