The U.S. State Department will begin revoking the passports of parents who owe major unpaid child support, marking a significant expansion of federal enforcement against those who have failed to meet court-ordered family obligations. The first phase will focus on passport holders who owe $100,000 or more in past-due support.

According to figures supplied to the State Department by the Department of Health and Human Services, about 2,700 American passport holders fall into that initial high-dollar category. The policy will then expand to cover parents who owe more than $2,500, the threshold established under a 1996 law that had often been enforced more narrowly.

Until now, parents who owed qualifying child support debts were generally hit with passport consequences when they applied to renew a passport or otherwise interacted with the passport system. Under the new policy, the government will move proactively: HHS will provide data on past-due child support, and the State Department will revoke passports from those who meet the debt threshold and currently hold valid documents.

The policy builds on a long-running passport denial program that federal officials say has already helped collect substantial arrears for families. The State Department said that since the program began in earnest in 1998, states have collected about $657 million in unpaid child support, including more than $156 million in over 24,000 lump-sum payments over the past five years.

Reactions

Assistant Secretary of State for Consular Affairs Mora Namdar framed the move as a straightforward enforcement step, saying, “We are expanding a commonsense practice that has been proven effective at getting those who owe child support to pay their debt.” She added, “Once these parents resolve their debts, they can once again enjoy the privilege of a U.S. passport.”

The department also said it had already seen signs that the policy was changing behavior, noting that “hundreds of parents took action and resolved their arrears with state authorities” after earlier reporting that proactive revocations were coming. The department said, “While we can’t confirm the causation in all of those cases, we are taking this action precisely to impel these parents to do the right thing by their children and by U.S. law.”
