The pause comes amid rising tensions with China and shortly after President Donald Trump’s state visit to China, where Chinese President Xi Jinping reportedly emphasized Taiwan as a red-line issue. Fox News reported that China’s Foreign Ministry said Xi warned that mishandling Taiwan could put the entire U.S.-China relationship in jeopardy.

Congress had pre-approved a $14 billion weapons package for Taiwan, but President Trump had not formally notified the package, which is a key step toward approval and delivery. Fox News reported that a bipartisan group of lawmakers had urged him to act before his China visit, but the package remained in limbo.

Senator Mitch McConnell pressed Cao on whether the Taiwan sales would resume. Cao replied that the decision would be up to the secretary of war and the secretary of state. McConnell responded, “Well, that’s really distressing.” The exchange reflected growing concern on Capitol Hill about whether a pause could weaken deterrence in the Indo-Pacific.

Senator John Kennedy also challenged the logic of holding back weapons from Taiwan while China continues to threaten the island. Kennedy argued that arming Taiwan gives the United States leverage and stability, not war. Admiral Daryl Caudle, the Navy’s chief of operations, agreed that Taiwan would be stronger with the weapons under discussion.
