According to the State Department, the A/I Collective operated roughly 16,000 mailboxes, 1,500 websites, 5,500 mailing lists, and 10,000 blogs, offering encrypted email, chat, video conferencing, and anonymity tools exclusively to radical left-wing actors after what officials described as ideological vetting. The designation builds on the administration’s broader campaign against Antifa, which began with Rubio’s November 2025 designation of four Antifa-linked European groups as Foreign Terrorist Organizations and Specially Designated Global Terrorists, itself following President Trump’s move to designate Antifa a domestic terrorist organization. The push has been closely associated with Rubio and White House deputy chief of staff Stephen Miller, who have both called publicly for a broader international crackdown on far-left movements they describe as coordinated across borders.

The practical effects were immediate. Within days of the designation, websites tied to Rose City Antifa and Jane’s Revenge went offline, including Rose City Counter-Info, which had published personal information about individual ICE agents, and pages hosting Jane’s Revenge communiqués claiming responsibility for attacks on pregnancy centers. A State Department official said the move “demonstrates the extent to which the A/I Collective was the digital infrastructure of the global Antifa terror network.”

Reactions

Civil liberties groups pushed back quickly. Jillian York of the Electronic Frontier Foundation argued the administration is “going after the messenger” rather than anyone accused of actual violence, warning the designation carries “huge” implications for free speech online. The A/I Collective itself issued a statement rejecting the label outright: “Antifascism and anticapitalism are not terrorism. Protesting is not terrorism.”

Historian Mark Bray, who studies anti-fascist movements, said the broader strategy appears aimed at “establishing the existence of a supposed violent, left-wing terror network” as a legal predicate to later prosecute people merely “aligned with it” — rather than targeting specific violent actors directly. The administration has not disputed that the designation reaches beyond any individual charged with a violent act; officials maintain the collective’s hosting services were themselves the enabling infrastructure for real attacks, including the doxxing of federal agents.
