Kennedy’s core statement on the subject was delivered in direct and unambiguous terms on Dr. Phil Primetime. He was asked by an audience member about chemicals being sprayed into the stratosphere to change the Earth’s climate.

“That is not happening in my agency. We don’t do that,” Kennedy said, before naming the agency he believes is responsible. “It’s done, we think, by DARPA. And a lot of it now is coming out of the jet fuel. You know, those materials are put in jet fuel. I’m going to do everything in my power to stop it. We’re bringing on somebody who’s going to think only about that.”

The significance of those statements should not be underestimated. Robert F. Kennedy Jr. is not a fringe commentator or a social media personality. He is the sitting Secretary of Health and Human Services of the United States, confirmed by the Senate, responsible for the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the full breadth of the federal government’s public health apparatus.

When a cabinet secretary says he believes DARPA is spraying dangerous chemicals into the sky through jet fuel and commits to stopping it, that statement carries the weight of institutional authority that no independent commentator can match.

The specific substances Kennedy and his department have identified as the alleged chemicals of concern include aerosolized heavy metals such as aluminum, barium, and strontium, as well as sulfuric acid precursors. An internal HHS memo, obtained by KFF Health News, stated that these materials are being sprayed into the atmosphere under the auspices of combatting global warming through a process of stratospheric aerosol injection.

The memo further stated that there are serious concerns that the spraying is leading to increased heavy metal content in the atmosphere. The memo was drafted by former HHS officials and represents the documentary foundation of the department’s planned task force.

HHS is expected to appoint a special government employee to investigate climate and weather control under a task force that Kennedy’s department has been organizing since his confirmation. The task force, according to former HHS official Gray Delany who says he drafted the memo that established the framework for it, is the institutional expression of Kennedy’s personal commitment to investigating the chemtrail allegations. Delany told reporters that Kennedy has expressed strong interest in chemtrails and that this is an issue that really matters to the MAHA movement. HHS spokesperson Emily Hilliard declined to comment on the future task force specifically.

The chemtrail theory that Kennedy has elevated has a long and documented history in American alternative political culture that predates his involvement by decades.

The theory holds that the condensation trails, properly called contrails, that form behind aircraft at high altitudes are not simply water vapor condensing around exhaust particles but are instead deliberate dispersals of chemical or biological agents intended to affect weather, population health, or some combination of the two.

The theory has been the subject of sustained popular attention since the 1990s and has been repeatedly examined and rejected by mainstream atmospheric scientists, aviation engineers, and public health researchers.

The mainstream scientific consensus on contrails is consistent and well-documented. Contrails form when hot, humid exhaust from jet engines mixes with cold air at high altitude, causing water vapor to condense and freeze around the particulate matter in the exhaust.

The process is entirely consistent with basic atmospheric physics and does not require the presence of any unusual chemical additive in the jet fuel. Aviation fuel is regulated for impurity content by the EPA and FAA, and both agencies have stated that jet fuel is analyzed for strict impurity limits before use. DARPA, the agency Kennedy specifically identified as responsible for the alleged spraying program, did not respond to requests for comment from multiple news organizations.

Kennedy’s supporters within the MAHA movement and the broader conservative alternative health community argue that the dismissal of chemtrail concerns as conspiracy theory is itself evidence of the institutional capture that Kennedy has made the defining theme of his tenure at HHS. They argue that the same establishment that dismissed COVID vaccine safety signals, covered up the lab leak theory, and suppressed alternative medical treatments is the same establishment telling the public that the trails behind airplanes are nothing to be concerned about.

From that perspective, Kennedy’s willingness to take the question seriously and commit HHS resources to investigating it is consistent with the broader posture of radical transparency and institutional skepticism that defines his leadership.

The internal HHS memo obtained by KFF Health News contains specific allegations about suspicious weather events that it attributes to geoengineering activities, including the 2024 flooding in Dubai. The memo argues that it is unconscionable that anyone should be allowed to spray known neurotoxins and environmental toxins over American citizens, their land, food, and water supplies.

The language of the memo reflects the moral urgency that Kennedy and his allies bring to the issue and explains why the planned task force is being established as a priority rather than a background investigation.

The stratospheric aerosol injection technology that the HHS memo references is a real area of scientific research. Geoengineering researchers have proposed and in some cases conducted small-scale experiments with stratospheric aerosol injection as a potential tool for reflecting sunlight and slowing global warming. These proposals and experiments, which involve injecting sulfate particles or other substances into the stratosphere, are a legitimate subject of scientific and policy debate about the risks and benefits of deliberate climate intervention. Kennedy’s allegations connect the chemtrail theory to this real scientific literature in ways that give the claims a degree of superficial plausibility even where the specific claims about DARPA and jet fuel are not supported by available evidence.

Representative Nancy Mace of South Carolina has been among the congressional voices most supportive of Kennedy’s chemtrail investigation, using her platform to amplify concerns about aerial spraying and to press for federal investigation. Her involvement places the chemtrail issue within the broader MAHA legislative agenda that Republican members of Congress aligned with Kennedy have been advancing, including efforts in multiple states to pass legislation addressing alleged chemtrail spraying.

The fact that state legislators across the country are considering and in some cases advancing bills related to chemtrails reflects the degree to which the issue has moved from internet forums into official political action.

Kennedy’s statement that he will do everything in his power to stop the alleged DARPA spraying is significant because of what it implies about the institutional conflict he is describing. If Kennedy believes DARPA, a Defense Department agency, is conducting a program that his HHS has jurisdiction to investigate and stop, he is describing a situation in which one cabinet department is using its authority to confront alleged misconduct by another. That dynamic, a health secretary taking on a defense agency over alleged public health harm from a classified atmospheric program, has no precedent in the modern history of the executive branch.

The HHS task force that is being assembled to investigate climate and weather control will face immediate and significant credibility challenges from the scientific community. The atmospheric scientists, aviation engineers, and public health researchers who have spent careers studying contrail formation, jet fuel composition, and atmospheric chemistry have consistently found no evidence for the specific claims Kennedy is making.

Their findings are published in peer-reviewed journals and have been replicated across independent research institutions globally. Whether Kennedy’s task force will engage with that literature substantively or treat it as part of the institutional capture narrative is the central question about the task force’s intellectual integrity.

The DARPA connection is the most specific and most testable element of Kennedy’s claim. DARPA is a known agency with a documented history of advanced research projects, some of which have involved atmospheric research and weather-related technologies.

Whether any current or recent DARPA program involves the atmospheric dispersal of heavy metals through jet fuel in ways that constitute a public health hazard is a factual question that a properly conducted investigation could in theory examine. DARPA’s consistent refusal to respond to media inquiries about the chemtrail allegations neither confirms nor denies the existence of such a program, though the absence of any public documentation supporting Kennedy’s specific claims remains a significant evidentiary gap.

Former HHS official Gray Delany, who drafted the initial memo and helped establish the framework for the planned task force before being ousted from HHS in August 2025, has been among the most publicly visible advocates for the chemtrail investigation within the administration’s orbit. His departure from HHS did not end his involvement in the issue.

He has continued to speak publicly about the alleged spraying program and to advocate for the task force whose framework he helped create. His account of Kennedy’s personal engagement with the issue, describing it as something that really matters to MAHA, is consistent with the public statements Kennedy has made on multiple occasions.

The political significance of Kennedy’s chemtrail statements extends beyond the specific scientific question to the broader dynamic of what the Trump administration’s health leadership is willing to entertain and investigate.

The administration has already pursued accountability on COVID vaccine safety signals, COVID origins, fentanyl in the food supply, seed oil research, and a range of other issues that mainstream public health institutions had previously declined to examine or had actively resisted examining. The chemtrail investigation fits within that pattern of institutional skepticism regardless of whether the specific claims prove to be supported by evidence.

Kennedy’s commitment to bringing on someone who will focus exclusively on the chemtrail investigation signals that the effort will have dedicated institutional resources within HHS rather than being a side project for existing staff.

The appointment of a special government employee to lead the investigation is a formal administrative action that carries procedural weight and creates accountability for producing findings. Whether those findings ultimately support or contradict Kennedy’s claims, the investigation itself will generate a documented record that contributes to the public’s understanding of what is and is not happening in the skies above America.

The children who will grow up in the America being shaped by Kennedy’s HHS and Trump’s administration deserve a public health infrastructure that is honest, transparent, and willing to investigate questions that powerful interests might prefer remain unexamined.
