According to Responsible Statecraft, Jayapal and Rep. Jonathan Jackson traveled to Cuba, where they met with senior Cuban officials and civil society groups while the island faces severe economic hardship and energy shortages.

After returning, Jayapal urged the Trump administration to enter what she called a “real negotiation” with Cuba and argued that longstanding U.S. sanctions should be reconsidered. She described the current approach as a “Cold War-era remnant that no longer serves the American people or the Cuban people.”

Jayapal told Responsible Statecraft that conditions in Cuba appeared worse than during her earlier visit. She described widespread blackouts, closed shops, fuel shortages, empty pharmacies, and pressure on hospitals. She also said Cuba produces only a small share of its own food needs, leaving the island heavily dependent on imports.

During the trip, Jayapal and Jackson met with Cuban President Miguel Díaz-Canel and other officials. Jayapal said she believes Cuba is showing signs of willingness to negotiate, pointing to prisoner releases, economic reforms, and possible openings for American agriculture, energy, tourism, and health-related cooperation.

Jayapal argued that American restrictions are blocking potential investment and commerce. She said U.S. limits on banking, transfers, and exports have made it difficult for American businesses to operate in Cuba, saying, “the only thing really strangling that at this point are American restrictions on the financial sector.”

She also said she and other Democrats sent a letter to President Donald Trump and Secretary of State Marco Rubio demanding an end to what she described as a fuel blockade. Jayapal said, “The most immediate thing is an end to the fuel blockade because the island desperately needs not just one tanker, which is good for maybe 10 to 14 days, but the regular flow of oil to the island.”
