Newly declassified CIA documents released on the 25th anniversary of the September 11 attacks show that both the Clinton and Bush administrations received repeated, high-level warnings that Osama bin Laden and his al-Qaeda network intended to strike the United States, in some cases with disturbingly specific detail, years before the attacks that killed nearly 3,000 Americans.
