Gavin Newsom Says He Won't Run in 2028 if Kamala Harris Does - The New York Times

For years, Gavin Newsom has insisted he is not running for president while doing nearly everything expected of a politician preparing for the White House.

He has traveled beyond California, built a national profile, sparred publicly with Republicans, cultivated Democratic donors, and increasingly positioned himself as one of his party’s most visible figures. Now, with speculation about 2028 intensifying, Newsom has finally offered something resembling a concrete answer — but with one very convenient condition attached.

During an interview with CNN’s Jake Tapper while fly fishing in Montana, Newsom said he would not seek the presidency in 2028 if former Vice President Kamala Harris decides to run.

“I wouldn’t run if she ran,” Newsom told Tapper.

When Tapper pressed him, Newsom insisted there was no ambiguity, arguing that a race between the two California Democrats would be a waste of time and amount to “mutual assured destruction.”

For conservatives who have watched Newsom carefully build a national political brand for years, however, the declaration is unlikely to end speculation. If anything, it gives him exactly what a politically ambitious governor approaching the end of his final term could want: a way to keep the door to 2028 wide open without formally announcing anything.

Newsom did not say he would stay out of the race altogether. He said he would stay out only if Harris runs, and that distinction matters.

Harris has not announced a 2028 campaign, and neither has Newsom. Both have left questions about their political futures unresolved, meaning Newsom’s supposedly definitive statement still depends entirely on a decision Harris has yet to make.

The setting itself was classic Newsom.

Rather than delivering the announcement from Sacramento while discussing California policy, the governor was standing in a Montana river alongside one of CNN’s most recognizable anchors, participating in the kind of carefully produced national television appearance that inevitably fuels presidential speculation.

Newsom has always understood television. The question Republicans are likely to ask is whether Californians have benefited equally from his approach to governing.

California remains the nation’s most populous state, but Census Bureau estimates show its population declined slightly between July 2024 and July 2025. The state also lost nearly 230,000 residents through net domestic migration during that period, continuing a broader pattern of Californians relocating elsewhere in the country.

That record would almost certainly follow Newsom into any national campaign, and Republicans would have no shortage of material to work with.

In conservative politics, California has become synonymous with extraordinarily expensive housing, high taxes, heavy regulation, persistent homelessness, and a Democratic governing model that repeatedly promises sweeping solutions while committing billions more in public spending.

Newsom and his allies can point to recent improvements, including housing reforms, investments in behavioral health, a 2026–27 budget enacted without a projected deficit, and a reported decline in unsheltered homelessness.

But those accomplishments do not erase the broader political vulnerability created by years of governing one of the most scrutinized states in the country.

Newsom has been California’s governor since 2019, giving Republicans an extensive record of policies and outcomes to examine if he eventually tries to sell the California model to voters nationwide.

That makes his current positioning all the more significant.

Newsom is not simply deciding whether he wants another job. He is also navigating the complicated politics of potentially succeeding a fellow California Democrat with whom he shares donors, operatives, political relationships, and overlapping constituencies.

Newsom essentially acknowledged that reality during the interview.

He told Tapper that he knew Harris’s supporters and friends and that the political overlap between them was enormous. In Newsom’s telling, a head-to-head primary would weaken both candidates and potentially help someone else capture the nomination.

Tapper immediately pointed out the obvious counterargument: Harris has already sought the presidency twice, while Newsom has never had the opportunity to make his own case nationally.

Newsom acknowledged that argument was “objectively true.”

That may have been the most revealing moment of the interview.

Newsom understands perfectly well what the argument against Harris could be. He simply does not want to make it yet.

From a conservative perspective, that looks less like selfless loyalty and more like careful Democratic Party positioning.

There is little political benefit for Newsom in starting a fight with Harris now, alienating her supporters, or angering Democratic donors connected to both camps. There is even less reason to formally launch a presidential campaign more than two years before the election when he can continue traveling, raising his profile, and presenting himself as a national Democratic leader without accepting the full scrutiny that comes with becoming an official candidate.

Newsom has already been traveling through politically important states, including South Carolina, where he recently appeared at Democratic events. South Carolina is expected to play an early role in the 2028 Democratic presidential nominating process.

Republicans are unlikely to view those trips as the actions of a politician preparing to disappear quietly from national politics. They look much more like the groundwork of someone who wants to be ready if the opportunity opens.

Newsom has followed a similar playbook before.

During the 2024 presidential cycle, he repeatedly denied that he intended to challenge President Joe Biden or Harris, even as he steadily expanded his national presence and became one of the Democratic Party’s most aggressive television surrogates.

He debated Florida Gov. Ron DeSantis on national television, repeatedly confronted Republican governors, launched political advertising outside California, traveled extensively, and increasingly presented himself not simply as California’s governor, but as a national spokesman for the progressive Democratic governing model.

The presidential speculation followed naturally.

Now the political calendar is becoming even more favorable for him.

Newsom cannot seek another consecutive term as California governor in 2026, meaning his current tenure ends in January 2027. That would leave him without statewide office and with ample time to prepare for the 2028 presidential primaries.

Seen in that context, his promise to stay out of the race if Harris runs suddenly sounds far less like a dramatic sacrifice and much more like a conditional position that keeps nearly every political option available.
