Nearly 500 absentee ballot envelopes belonging to the state of Maine were discovered at the Maryland headquarters of a politically connected nonprofit, and newly released investigative records show that state officials closed their investigation without determining how the materials ended up hundreds of miles from their intended destination.

The revelations come just days before the November 3 midterm elections, placing renewed attention on Maine’s handling of election materials and the adequacy of its investigation into the missing shipment.

According to records obtained by The Maine Wire through a Freedom of Access Act request, investigators recovered 498 blank absentee ballot return envelopes from the Center for Civic Design, a nonprofit organization operating from an address in Cambridge, Maryland.

The organization has been linked in news reports to progressive philanthropic networks, including groups associated with billionaire George Soros. However, the available investigative documents do not independently establish that Soros personally funded the organization.

The materials were originally intended for Maine election officials, not an out-of-state nonprofit.

The incident dates to September 2025, when Maine officials were preparing election materials and discovered that one shipment of absentee ballot envelopes had not reached its intended destination.

A state printing contractor, Adam Graphic Corporation, had reportedly prepared 62 packages containing approximately 500 envelopes each.

Maine’s elections office received only 61 of those shipments, leaving one package unaccounted for.

The missing box eventually surfaced at the Center for Civic Design, which contacted Maine officials after receiving the materials.

In an October 3, 2025, email, an employee of the organization reported that an unexpected package containing Maine election materials had arrived at its Maryland location.

The employee wrote, “I am contacting you to report that we have erroneously received a box of blank return mail envelopes that appear to be for Maine via UPS.”

The employee said the organization had received the shipment around September 13 and had placed it in secure storage.

State investigators subsequently recovered the materials and counted 498 envelopes, two fewer than the 500 believed to have been included in the original shipment.

The discrepancy became part of the unanswered questions surrounding the case.

Investigators also examined how the package had been addressed and why it had traveled to Maryland.

Shipping records identified the sender as UPS Overgoods in Chelmsford, Massachusetts, with the Center for Civic Design listed as the recipient.

UPS Overgoods is associated with packages that cannot be delivered or otherwise require additional handling by the shipping company.

However, the available records did not explain why the shipment was redirected to the nonprofit instead of Maine’s elections office.

The printing contractor told investigators that the Center for Civic Design was not one of its customers.

That finding added another unanswered question to the case because there was no identified commercial relationship explaining why the contractor would have shipped election materials to the Maryland organization.

Maine officials also acknowledged that the nonprofit was not an authorized state election vendor.

In an October 4, 2025, email, Chief Deputy Secretary of State Kate McBrien wrote, “We do not work with the Center for Civic Design as a vendor for anything.”

That statement was included in correspondence involving Secretary of State Shenna Bellows and Attorney General Aaron Frey.

The investigation continued as officials attempted to reconstruct the shipment’s movements.

Investigators sought additional information from UPS, but the company indicated that further disclosure would require a subpoena.

The Maine Attorney General’s Office determined that investigators lacked sufficient grounds to issue one.

According to the investigative records, Detective Ray Goodspeed wrote, “The AG’s Office determined there was not enough information to issue a subpoena for this case.”

Without additional shipping records, investigators could not establish exactly how the box had been redirected.

In March 2026, Goodspeed concluded that the reason the envelopes ended up in Maryland remained speculative.

The investigation was then closed pending new information that might justify reopening the case.

The public learned additional details after records were released through the Freedom of Access Act process in September and October 2026.

The disclosure identified the Center for Civic Design as the organization that received the shipment and revealed the extent of the unresolved shipping questions.

The case has attracted attention because election officials are responsible for safeguarding voting materials and maintaining reliable procedures for tracking them.

The materials recovered in Maryland were blank return envelopes, not completed ballots or evidence of votes having been cast.

Nothing in the released records establishes that the envelopes were used to cast fraudulent ballots or alter an election result.

Nevertheless, the unexplained movement of hundreds of official election envelopes demonstrates why secure shipping procedures and detailed records are important.

The incident occurred during a period when Maine was also investigating a separate case involving hundreds of blank ballots mistakenly delivered to a private residence.

Those two incidents raised broader questions about the state’s election-material distribution system.

Maine subsequently changed its election delivery arrangements, moving away from UPS following the 2025 problems.

The newly released documents show that the question of how the Maryland shipment reached the nonprofit was never conclusively answered.
