President Donald Trump’s ambassador to the United Nations, Mike Waltz, delivered a forceful confrontation with Cuban communist officials Tuesday after the country’s foreign minister repeatedly interrupted his remarks and approached the podium during an explosive exchange at the United Nations General Assembly.
The October 27 confrontation unfolded as Waltz criticized Cuba’s socialist government over alleged corruption, the privileges enjoyed by political elites, and the difficult living conditions facing ordinary Cuban citizens.
The incident quickly escalated into a shouting match involving Waltz, Cuban Foreign Minister Bruno Rodríguez Parrilla, other members of the Cuban delegation, and the presiding officer of the General Assembly.
Waltz was delivering remarks during the United Nations’ annual debate over the United States’ long-standing economic embargo against Cuba.
The American ambassador used the occasion to challenge the Cuban government’s account of its economic difficulties and highlight the contrast between its leadership’s reported privileges and the conditions experienced by its population.
According to reporting on the confrontation, Waltz displayed photographs intended to illustrate the luxury enjoyed by individuals connected to Cuba’s ruling political establishment.
The presentation included images of expensive watches and property associated with members of the country’s political elite.
Waltz argued that Cuba’s leadership had enjoyed substantial personal privileges while citizens endured shortages of food, electricity, and other essential services.
As the American ambassador continued speaking, members of the Cuban delegation began loudly objecting.
Cuban officials reportedly slammed their hands against their table and repeatedly demanded an opportunity to interrupt the presentation.
The presiding officer attempted to restore order, but the confrontation continued.
Waltz used the interruption to emphasize the difference between open political debate and the restrictions on dissent that he attributed to Cuba’s communist government.
He told the assembly, “Imagine what happens when someone asks these questions in Havana.”
The ambassador continued by highlighting the Cuban delegation’s conduct in a room filled with international diplomats and journalists.
He argued that the attempted interruption illustrated the same intolerance for criticism that he accused the Cuban government of practicing at home.
The confrontation intensified when Rodríguez moved toward the front of the chamber while continuing to challenge the American ambassador.
Waltz responded by demanding that the Cuban official move away from the podium.
He declared, “This is America, this is the United Nations, this isn’t your communist dictatorship.”
The ambassador then delivered another direct warning.
He stated, “You can’t silence me.”
As Rodríguez continued approaching, Waltz became increasingly forceful.
He declared, “He’s not going to intimidate me in the United States of America!”
Waltz then emphasized his official role.
He said, “I’m the representative of the United States of America! Back up!”
The exchange became so heated that the General Assembly’s presiding officer temporarily suspended the meeting.
Rodríguez subsequently received an opportunity to raise a procedural objection before Waltz resumed his remarks.
The Cuban minister accused the American ambassador of making false statements, but the interruption did not prevent Waltz from completing his presentation.
Waltz continued pressing his argument that Cuba’s economic problems could not be explained solely through the American embargo.
He maintained that corruption, centralized political control, and the conduct of Cuba’s governing elite deserved greater international scrutiny.
The confrontation came as the Trump administration increased economic pressure on Havana through sanctions and restrictions intended to influence the Cuban government’s behavior.
The American embargo has existed for decades and remains one of the longest-running economic restrictions involving the United States and another country.
The United Nations General Assembly has repeatedly considered resolutions calling for an end to the embargo.
Those resolutions are nonbinding and do not legally compel Washington to change its sanctions policies.
During the 2026 debate, the General Assembly again considered a resolution urging the United States to lift the economic restrictions.
The following day, the resolution passed with 130 countries voting in favor, 17 voting against, and 25 abstaining.
The vote demonstrated that many governments continue to oppose the embargo, although the Trump administration has maintained its economic pressure campaign.
The confrontation also produced a separate diplomatic incident involving another member of Cuba’s United Nations mission.
The United States subsequently expelled Richard Tur de la Concepción, a first secretary at the Cuban mission.
The expulsion followed an incident involving the diplomat and an individual recording video.
The State Department confirmed that the diplomat was no longer welcome in the United States and had departed the country.
The decision added another diplomatic consequence to an already tense series of exchanges between Washington and Havana.
Waltz, a former Army Green Beret and former Florida congressman, has been a prominent member of Trump’s national security team.
He previously served as national security adviser before becoming the administration’s ambassador to the United Nations.
His confrontation with Cuban officials reflected the administration’s confrontational diplomatic approach toward Havana.
The ambassador’s public statements focused heavily on allegations of government corruption, political repression, and the treatment of Cuban citizens.
Following the confrontation, Waltz also shared video clips highlighting the alleged luxury possessions of Cuban political figures.
He emphasized that the Cuban delegation’s attempt to interrupt his remarks would not prevent the United States from presenting its criticisms.
