A decorated CIA officer stepped into a Senate hearing room on Wednesday, May 13, 2026; raised his right hand; and told the American people under oath what millions of them have suspected since the earliest days of the COVID-19 pandemic: that intelligence agencies, and the CIA in particular, deliberately suppressed, softened, and buried the conclusions of their own analysts who had determined that COVID-19 most likely originated from a laboratory leak at the Wuhan Institute of Virology.

James Erdman III, a CIA whistleblower who testified before the US Senate Committee on Homeland Security and Governmental Affairs on Wednesday, alleging a federal cover-up of COVID-19 origins, is a former intelligence officer and military veteran who co-founded the grassroots advocacy group Feds For Freedom. He previously served as a non-commissioned officer with the Army’s 2nd Battalion, 75th Ranger Regiment, before later serving in the National Guard and working as a senior bioinformatics and biometrics consultant in the private sector, spending time serving in the Middle East, South and East Asia, and Europe.

Senate Homeland Security and Governmental Affairs Committee Chairman Rand Paul convened the full committee hearing to receive testimony from Erdman, who Paul described as a decorated CIA officer who exposed the cover-up over the origins of COVID-19 and the lack of transparency from government agencies.

In his opening remarks, Paul stated: “The COVID-19 pandemic was one of the most consequential events of our lifetime, and to this day, the American people have never received a full accounting of where it came from, what our government knew, or why they had to fight their own government to find out.”

The whistleblower is alleging that leadership deliberately rejected evidence of a Wuhan lab leak and engaged in a years-long conspiracy to keep the American public in the dark about COVID’s true origins.

The Senate Homeland Security and Governmental Affairs Committee heard testimony from Erdman, a longtime CIA employee, on allegations that there was a cover-up of the origins of the virus with roots that run deep in the federal government and intelligence community.

Erdman told the committee that initial CIA analysts had strongly favored the idea that the virus escaped from a laboratory in Wuhan, with a five-to-one internal vote supporting the lab-leak theory. He claimed this position was later altered to a more neutral stance after Fauci provided a list of experts he described as conflicted.

The five-to-one internal vote in favor of the lab leak conclusion, subsequently overridden by management intervention, is one of the most concrete and specific disclosures in Wednesday’s testimony and provides a quantifiable measure of the analytical consensus that was suppressed.

Erdman said that CIA managers retaliated against analysts for their refusal to agree with management’s middle-of-the-night anonymous rewrite of the analysis, which changed the assessment to a non-call judgment.

He says they instead pushed the natural origins or zoonotic theory, suggesting the virus started in an animal, possibly in a seafood market.

Erdman said a major reason had to do with the role of Dr. Anthony Fauci.

The specific allegation of a middle-of-the-night anonymous rewrite of the analytical assessment is among the most damning procedural claims in the entire testimony, describing a deliberate and covert alteration of the analytical record rather than a transparent revision through normal review processes.

Paul’s opening statement detailed the systemic nature of the cover-up:

“CIA scientific analysts concluded multiple times between 2021 and 2023 that a laboratory leak was the most likely origin of COVID-19. Yet those conclusions never shaped the official narrative, and Congress was never told. It was not until after the 2024 election that the outgoing Biden administration directed the CIA to issue an assessment, not because of new intelligence, but so officials could walk out the door claiming there was nothing left to find. That is not analysis. That is a cleanup operation.”

Erdman told senators that intelligence agencies, particularly the CIA, are failing to provide transparency and accountability, and warned Congress is being misled as a result.

He said: “The legislative and executive branches will continue to be misinformed if this type of behavior is not addressed.”

He also stated: “Public health policy would have been very different had the American public been made aware that a virus from a lab in China was going to serve as the foundation for an emergency use authorization mRNA products.”

The significance of that final statement cannot be overstated.

Erdman testified under oath that public health policy, specifically the authorization and mandating of COVID-19 mRNA vaccines, would have been conducted differently if the American public and its elected officials had been given accurate information about the virus’s origins.

That is a claim with direct and material consequences for every person who received a vaccine under Emergency Use Authorization based on the government’s official narrative about the pandemic’s origins.

Paul’s opening statement described the self-reinforcing nature of the scientific and intelligence cover-up:

“The scientists commissioned to investigate COVID origins were, in some cases, the very scientists who were complicit in the gain of function experiments that may have created COVID. The intelligence community pays researchers to review work and write papers. NIH funds their grants. The CIA consults them and gives them access to classified information. The National Academies publishes their work. Policymakers then cite the result as consensus. At the center of the government side of this circle was Dr. Anthony Fauci.”

Paul told the New York Post that the whistleblower was assigned to the Office of the Director of National Intelligence, where he worked on a group that studied how the pandemic started in Wuhan.

Paul said on X: “For years, Americans were told to stop asking questions about COVID’s origins. Today, a whistleblower with firsthand knowledge will testify that intelligence officials may have buried evidence, altered conclusions and concealed the truth from the public.”

The CIA’s response to Erdman’s testimony was issued by the agency’s Director of Public Affairs Liz Lyons, who criticized both the process and the witness.

In a statement, Lyons said:

“The Committee acted in bad faith by subpoenaing an Agency officer for testimony today without notifying CIA, despite having already obtained closed-door testimony from the individual previously. The witness testifying today is not appearing as a whistleblower in pursuit of the truth, but instead in response to the subpoena issued by Chairman Paul. This proceeding amounts to nothing more than dishonest political theater masquerading as a congressional hearing. As the CIA has already assessed, COVID-19 most likely originated from a lab leak, and efforts to undermine that conclusion are disingenuous.”

The CIA’s statement contains a remarkable self-contradiction that deserves direct examination.

The agency attacked the credibility of the congressional hearing and the witness while simultaneously reaffirming that COVID-19 most likely originated from a lab leak.

The CIA is publicly defending a lab leak conclusion while simultaneously characterizing as political theater the congressional hearing that is examining how and why that conclusion was suppressed for years before being quietly acknowledged.

Prior whistleblower testimony to the House Oversight Committee had already established that of the seven members assigned to the CIA team tasked with analyzing COVID-19 origins, six officers concluded that the virus likely originated from a lab in Wuhan, China.

The CIA had allegedly offered financial incentives to six of the experts involved in the investigation to change their conclusion in favor of a zoonotic origin.

The financial incentive allegation, which was made in prior House testimony and is now being examined in the Senate context, is one of the most legally significant claims in the entire accountability picture.

Paying analysts to change their scientific conclusions is not a bureaucratic policy disagreement. It is potentially a form of evidence tampering in the context of an investigation of significant national consequence.

The Morens indictment, announced in April, provides direct documentary corroboration for the broader pattern of COVID origins cover-up that Erdman described.

David Morens, Fauci’s former senior adviser at NIAID, was charged with conspiring to conceal federal records related to the pandemic, using personal email to evade FOIA requests, and working to protect a scientific narrative favorable to natural origins.

The simultaneous existence of a CIA cover-up allegation and a criminal indictment of a Fauci aide for records concealment makes the pattern of institutional suppression impossible to dismiss as the work of a single rogue actor.

The statute of limitations on the most direct perjury charge against Fauci expired on May 11, two days before Erdman’s testimony.

Paul addressed that expiration directly in the hearing, calling it a failure of the DOJ while simultaneously reaffirming that Fauci’s exposure to other potential charges related to different testimony and different conduct closer to the present has not been eliminated by the deadline.

The public health consequences of the cover-up described in Erdman’s testimony extend beyond the COVID-19 pandemic itself.
