President Donald Trump’s Justice Department is preparing to deploy approximately 1,000 federal election monitors across the United States for the November 3 midterm elections, marking one of the department’s largest election monitoring efforts in recent history.

The initiative comes as federal officials increase scrutiny of election administration, voter registration procedures, and compliance with laws designed to protect the integrity of American elections.

Assistant Attorney General Harmeet Dhillon, who leads the Justice Department’s Civil Rights Division, announced plans for the expanded operation in August.

Dhillon described the proposed deployment as “probably going to be a historic number for a Republican administration.”

The plan represents a substantial expansion in the number of federal personnel assigned to monitor election-related activities.

The Justice Department has historically sent monitors to polling locations during major federal elections, although the size and geographical scope of those operations have varied.

During the 2022 midterm elections, federal monitors were sent to 64 jurisdictions nationwide.

In the 2024 presidential election, the department deployed monitors to 86 jurisdictions.

The Trump administration’s planned 2026 operation involves approximately 1,000 individual federal personnel, a figure that should not be confused with the number of polling locations or jurisdictions receiving monitors.

The effort is being coordinated through the Justice Department’s Civil Rights Division, which has longstanding responsibilities involving enforcement of federal voting rights laws.

Those laws include the Voting Rights Act, the National Voter Registration Act, and other federal protections governing access to voting.

Federal election monitors are generally tasked with observing polling place operations, documenting potential violations, and reporting their findings to appropriate Justice Department officials.

They are not responsible for administering elections, determining ballot validity, or taking over the responsibilities of state and local election workers.

As Election Day approaches, federal authorities have notified officials in several states that monitors will be present in selected jurisdictions.

In Pennsylvania, the Justice Department plans to send monitors to Philadelphia, Allegheny, Luzerne, and Lehigh Counties.

The department notified Pennsylvania Secretary of State Al Schmidt of those plans in an October 22 letter.

The letter explained that federal personnel would observe election procedures and compliance with applicable federal laws.

The department also identified several Georgia counties for monitoring, including Fulton, Gwinnett, Cobb, DeKalb, Chatham, and Bibb.

Those locations include some of Georgia’s most populous jurisdictions and areas that have attracted substantial attention during recent elections.

Federal monitors are also scheduled to observe polling operations in Prince George’s County, Maryland.

In that jurisdiction, officials said monitoring would include compliance with federal requirements concerning language assistance for eligible voters.

Additional monitoring arrangements have been reported in Colorado, Florida, Minnesota, Texas, and Washington.

The department’s planned deployment has generated questions about what federal employees will be permitted to do while observing voting.

In an October 28 federal court filing, Justice Department officials clarified that FBI and Immigration and Customs Enforcement personnel would not serve as election monitors.

The department also said personnel participating in the monitoring program would not act as arresting law enforcement officers while performing their assigned duties.

Employees from the Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives, and Federal Bureau of Prisons may participate, but they must comply with the monitoring program’s restrictions.

According to the department’s court filing, monitors will primarily observe activities and take notes.

They will not be permitted to carry firearms while performing the monitoring assignment.

Federal personnel must also follow state and local laws governing access to polling places.

In Colorado’s Adams County, federal officials agreed to remain outside voting centers after disagreements over the conditions under which monitors would be allowed inside.

The Justice Department indicated that its personnel would remain at least 100 feet from the relevant polling facilities in accordance with Colorado law.

The department has emphasized that monitoring activities are intended to assess compliance with federal election requirements.

Its election monitoring initiative is separate from ongoing federal investigations into potential voter registration violations and suspected illegal voting.

The federal government has also been examining voter registration records in several states, including investigations involving suspected noncitizen registrations.

Those investigations involve separate legal authorities and should not be confused with the work of federal personnel assigned to observe polling locations.

As the November 3 elections approach, the department is preparing to coordinate reports from field personnel while state and local governments continue administering their elections.

The monitoring operation will provide federal officials with firsthand observations of selected election procedures and possible violations of federal voting rights protections.

Its ultimate value will depend on the information collected, the accuracy of the monitors’ reports, and whether the department identifies matters requiring additional legal review.

The expanded deployment represents one of the most visible election-administration initiatives undertaken by the Justice Department during Trump’s second term.
