The bipartisan bill, led by Sens. Chuck Grassley (R-IA), Bill Cassidy (R-LA), and Martin Heinrich (D-NM), and Reps. Morgan Griffith (R-VA) and Robert Latta (R-OH), permanently classifies fentanyl-related substances (FRS) as Schedule I drugs under the Controlled Substances Act, subjecting traffickers to the same harsh penalties as heroin dealers, including 10-year minimum sentences for 100 grams or more.
Trump declared, “We’ll be getting the drug dealers, pushers, and peddlers off our streets, and we will not rest until we’ve ended the drug overdose epidemic.”

The legislation, which passed with strong bipartisan support, closes loopholes that allowed traffickers to skirt laws by creating synthetic fentanyl knockoffs. It also streamlines research registration for scientists studying FRS, while preserving FDA-approved medical fentanyl use. U.S. Customs and Border Protection seized 50,000 pounds of fentanyl in 2023 and 2024—enough for 2 billion lethal doses—largely from Mexico, with raw materials from China, per a 2025 CDC report estimating 74,702 fentanyl-related deaths in 2023.
Trump, joined by House Speaker Mike Johnson (R-LA) and families like Fundner, who lost her 15-year-old son Weston, emphasized the bill’s role in “delivering justice” for victims. Swan, founder of Fentanyl Fathers, thanked Trump for “stopping border crossings—full stop, mic drop.”
On X, supporters like cheered, “Trump’s saving lives with HALT Fentanyl!” while critics like @warned of harsh penalties for addicts, especially Black Americans.
Trump tied the bill to his broader anti-drug agenda, including tariffs on Mexico, Canada, and China for failing to curb fentanyl flows, and his designation of cartels as FTOs. The Fraternal Order of Police and anti-immigration groups like the Center for Immigration Studies backed the bill, per CNN.
A July 2025 Rasmussen poll shows 74% of Americans support tougher fentanyl penalties, reflecting broad approval. The signing builds on Trump’s 2018 temporary Schedule I classification, now made permanent.
