Donald Trump announced on April 2, 2026, that he will soon sign an executive order directing the payment of all employees at the Department of Homeland Security (DHS) who have gone without paychecks during the ongoing partial government shutdown now stretching into its 48th day.

This latest decisive action builds on Trump’s March 27 presidential memorandum that successfully ordered back pay for Transportation Security Administration (TSA) officers, easing chaotic airport security lines caused by high absenteeism during the spring travel season.

The shutdown began on February 14, 2026, after Democrats in Congress blocked funding measures that failed to adequately support core immigration enforcement operations.

Trump blamed “Extreme Liberal ‘Leaders’” Chuck Schumer and Hakeem Jeffries for prolonging the impasse, accusing Democrats of prioritizing protections for criminal illegal aliens over American workers and national security.

In a Truth Social post, the President stated: “I will soon sign an order to pay ALL of the incredible employees at the Department of Homeland Security. Many DHS personnel have already continued receiving pay thanks to funds from the major Republican-backed domestic policy legislation — often called the “One Big Beautiful Bill” — passed last year. This package provided substantial resources, including $75 billion to Immigration and Customs Enforcement (ICE) and $64 billion to Customs and Border Protection (CBP), ensuring sworn law enforcement officers and key border security staff remained compensated.

Civilian employees at ICE and CBP, along with workers at the Federal Emergency Management Agency (FEMA), U.S. Coast Guard (civilian side), Cybersecurity and Infrastructure Security Agency (CISA), and other support roles, have faced financial hardship while continuing to report for duty.

Trump’s planned order aims to extend relief to these overlooked DHS personnel using available funds with a reasonable and logical nexus to department operations, similar to the legal mechanism employed for TSA.

The move underscores the stark contrast between President Trump’s America First leadership — which prioritizes frontline workers protecting America’s borders and homeland — and Democrat obstructionism that has left essential public servants unpaid.

Nearly 92% of DHS’s roughly 272,000 employees have continued working without full compensation in some cases, demonstrating dedication even as families struggled with bills and uncertainty.

The TSA-specific memorandum signed on March 27 declared the situation a national security emergency due to skyrocketing callout rates (exceeding 40% at some airports) and long security lines that disrupted millions of travelers.

Following that order, back pay began reaching TSA’s approximately 60,000 employees (including 50,000 officers) as early as March 30–31, leading to improved staffing and shorter airport waits.
