President Donald Trump was among the first to respond publicly, calling Graham “one of the greatest people and Senators I have ever known” and describing him as “a true American patriot.” Trump reflected on their close friendship in recent years and praised Graham’s commitment to serving the country.

Across Capitol Hill, Republican and Democratic lawmakers alike recognized Graham’s decades in public office and his willingness to engage with colleagues across party lines. Senate Majority Leader John Thune praised Graham’s commitment to the Senate and his advocacy for America’s allies, while South Carolina leaders remembered his decades of service representing the state.

International leaders also issued statements honoring Graham’s work on foreign policy. Ukrainian President Volodymyr Zelenskyy described him as “a true defender of freedom,” noting Graham’s repeated visits to Ukraine and support during the country’s war with Russia. Israeli Prime Minister Benjamin Netanyahu remembered Graham as a close friend of Israel, while NATO Secretary General Mark Rutte and leaders from several European nations highlighted his longstanding support for the trans-Atlantic alliance.
