On August 15, 2025, a federal grand jury indicted New Orleans Mayor LaToya Cantrell, the city’s first female mayor, on 18 counts of conspiracy, wire fraud, obstruction of justice, and making false statements, capping a years-long corruption probe into her administration.
The charges, filed in the U.S. District Court’s Eastern District of Louisiana, allege Cantrell defrauded the city of over $70,000 to conceal a “personal and intimate” relationship with her bodyguard, Jeffrey Paul Vappie II, a member of the Executive Protection Unit from May 2021 to April 2024.
Prosecutors claim Cantrell and Vappie, who was already charged with wire fraud and false statements, used encrypted WhatsApp messages for over 15,000 communications, deleted evidence, and intimidated subordinates to cover up their scheme, per the indictment.

The indictment details lavish trips, including visits to vineyards in California and Scotland in 2021, where Vappie was paid as if on duty while engaging in personal activities with Cantrell, costing taxpayers thousands. A notable WhatsApp exchange cited Vappie reminiscing about Scotland as “where it all started,” contradicting Cantrell’s claim to local media that her travel was for “safety, not luxury” due to COVID, per ABC News.
Cantrell allegedly arranged 14 trips for Vappie, including a rendezvous on Martha’s Vineyard instead of a Miami conference, per Acting U.S. Attorney Michael Simpson. Cantrell’s attorney, Eddie Castaing, told NBC News he had not seen the indictment and had no comment, while City Council President JP Morrell called it “a sad day for New Orleans,” offering prayers for Cantrell’s family.
Cantrell, a term-limited Democrat set to leave office in January 2026, has faced scrutiny since her 2017 election, with early infrastructure wins overshadowed by controversies like first-class travel violations and using a city-owned apartment as a residence, per WVUE.
She survived a 2022 recall effort but alienated allies amid feuds with the City Council, which curbed her powers through charter changes, per Politico. Cantrell and her supporters claim she’s been unfairly targeted as a Black woman, facing “disrespectful, insulting” treatment, per AP.
