The United States Postal Service has drawn a hard line in the sand when it comes to mail-in ballots and election integrity: states that refuse to hand over their absentee voter lists to the federal government will not have their ballots delivered.

That is the unambiguous message Postmaster General David Steiner delivered to the Senate Homeland Security and Governmental Affairs Committee on Wednesday, and the political left has been screaming about it ever since.

Steiner’s moment of clarity came during direct questioning by Senator Gary Peters of Michigan, the committee’s ranking Democrat.

Peters asked Steiner, point blank, whether USPS would still deliver mail-in ballots to a state that refused to turn over its absentee voter list to the federal government.

Steiner’s answer was no.

“We would tell the state that we need the manifest,” Steiner added.

In Washington, where politicians often traffic in vague non-answers, it was a remarkably direct and significant confirmation.

The proposed USPS rule flows directly from Executive Order 14399, which President Trump signed on March 31, 2026, titled “Ensuring Citizenship Verification and Integrity in Federal Elections.”

The order directed the Postal Service to develop a rulemaking framework requiring states to provide a manifest of absentee ballot recipients before ballots are sent out.

Specifically, states would need to provide names, addresses, and ballot barcode numbers for individuals approved to receive a mail-in ballot under the proposed system.

On June 2, 2026, USPS published the proposed rule in the Federal Register under the title “Ballot Mail for Federal Elections.”

The agency cited its own authority under Title 39 of the United States Code and framed the proposal as an operational standard designed to ensure ballots are delivered “securely, efficiently, and accurately.”

The comment period for the proposed rule closes July 2, 2026, and the executive order directs the Postal Service to issue a final rule by the end of July.

Supporters of the proposal point to a straightforward and commonsense rationale.

If the government is going to deliver ballots in federal elections, it makes basic operational sense for the delivery service to know who it is supposed to be delivering to.

The SAVE America Act, which passed the House, has long argued that ensuring only verified American citizens vote in American elections is not a radical proposition.

Polling consistently shows that around 80 percent of Americans support the principle of verifying that those receiving ballots are eligible voters.

President Trump has stated from the beginning of his second term that his push for election integrity is motivated by the documented reality that mass mail-ballot states run their elections with little federal verification infrastructure.

The executive order also directed the Department of Homeland Security and the Social Security Administration to contribute data toward a citizenship verification framework and gave the Attorney General enforcement tools, including the possibility of funding consequences for noncompliant states.

The contrast being drawn by conservatives is a sharp one.

Democrats spent four years demanding that states expand mail-in voting as broadly as possible.

They resisted virtually every effort at verification, signature matching requirements, and ballot tracking measures, insisting that any such steps amounted to voter suppression.

Now that the federal government is asking states to provide a basic list of who has requested a mail ballot before those ballots are mailed out, the same Democrats are calling the request unconstitutional coercion.

Democrats on the committee were predictably outraged during Steiner’s testimony.

Senator Elissa Slotkin of Michigan told Steiner directly, “Please push back on being a pawn in this authoritarian playbook. The Postal Service is one of the most important institutions in our country. Don’t taint it with the obsession of this one man.”

Senator Margaret Hassan of New Hampshire called the proposed rule “blatantly illegal” and demanded Steiner withdraw it immediately.

But Steiner held his ground.

He defended the proposal as an attempt to ensure ballot mail is handled securely and accurately, pointing to a recent printing error with mail ballots in Maryland’s primary as an example of the kinds of problems that better verification infrastructure could help address.

While critics argued the specific printing error would not have been prevented by the new rule, Steiner’s broader point about the need for operational standards was not effectively rebutted.

Senator Peters, whose state of Michigan is one of the largest mail-ballot states in the country, argued that the proposal represented a backdoor way for the federal government to obtain sensitive voter information that the Constitution reserves to the states.

The tension between federal election integrity efforts and state election administration is the central constitutional fault line in this dispute, and it is one that courts will ultimately have to resolve.

At least five lawsuits have been filed challenging the underlying executive order.

Democratic attorneys general from 23 states and the District of Columbia have joined litigation aimed at blocking the measure.

A federal judge in Massachusetts has allowed several of those challenges to move forward.

A separate ruling by District Judge Indira Talwani largely blocked key provisions of the executive order, finding that the Constitution does not grant the president specific powers over elections and that the executive branch cannot compel states to create voter eligibility lists.

The administration has indicated it intends to appeal those rulings, and the legal battle is expected to reach higher courts before the November midterms.

For now, the proposed rule remains in the public comment period, and the enforcement mechanisms tied to it are not yet in effect.

But the direction being set is unmistakable, and the administration has shown no sign of backing down.

What Democrats are really fighting, conservatives argue, is not some sweeping assault on democracy but a modest transparency measure: confirm who asked for a ballot before mailing it out.

The proposal does not require a state to reveal its entire voter roll, despite how the opposition has characterized it.

The required information is specifically limited to names, addresses, and ballot barcode numbers for those who have requested absentee ballots, which is far less than the full voter registration data states maintain.

Critics on the left have also argued that the proposal would create chaos in the weeks before a major election if states refuse to comply.

But the logical remedy for that chaos is for states to comply with a reasonable verification request, not to strip the federal government of any role in ensuring that the ballots it delivers are going to people eligible to receive them.

A system in which the USPS serves as a passive, unquestioning delivery service with no accountability for who it is mailing federal ballots to is precisely the kind of system that invites abuse.

The episode is also revealing about the political stakes heading into the November midterms.

Democrats have invested enormous political and legal capital in protecting the most permissive possible interpretation of mail-in voting.

They have framed virtually every attempt at accountability as an attack on democracy.

In doing so, they have made resistance to voter verification a defining feature of their party’s position heading into an election year, a stance that polling suggests is well to the left of where most American voters stand.
