Administration officials say the move is designed to protect American workers and rebuild the country’s manufacturing base. Greer emphasized that the United States is no longer willing to accept trade practices that undermine domestic production.
Greer said the goal is clear: “The United States will no longer sacrifice its industrial base to other countries that may be exporting their problems with excess capacity and production to us.”
The announcement comes shortly before President Donald Trump is scheduled to meet with Chinese President Xi Jinping in Beijing, where trade disputes are expected to dominate discussions.

According to the administration, the probe will focus on policies used by China and 15 additional economies, including the European Union, Japan, India, Mexico, South Korea, and Vietnam. Officials believe these countries may be using government-backed programs that encourage excessive production, which then floods global markets.
China is widely seen as the central focus of the investigation. U.S. policymakers have long argued that Beijing heavily subsidizes state-backed industries, allowing Chinese manufacturers to produce enormous quantities of goods at artificially low prices.
Those goods often enter global markets at prices that undercut manufacturers in other countries. Critics argue this system has weakened industries across Western economies and made it harder for American factories to compete.
Recent trade data highlights the scale of the imbalance. Chinese exports surged sharply in the early months of the year, pushing the country’s trade surplus to record levels and reinforcing concerns that global markets are being flooded with low-cost manufactured products.
Greer said the consequences have been severe for American workers. “For too long, the United States has lost domestic production capacity or fallen behind foreign competitors.”

American manufacturing groups welcomed the administration’s decision to launch the investigations.
Scott Paul, president of the Alliance for American Manufacturing, said global industrial overcapacity has caused widespread damage to domestic industries.
Paul warned that sectors such as steel and automobile manufacturing have been particularly affected. He stated that excessive production abroad has “wrecked economies and industries” while eliminating large numbers of American jobs.
The investigations will review a wide range of potential trade distortions. Officials plan to examine government subsidies, state-owned enterprises, currency manipulation, suppressed wages, and barriers that prevent foreign companies from competing fairly in Chinese markets.
If investigators determine that these practices are harming U.S. industries, the administration could respond with new tariffs on foreign imports.
The move follows a recent Supreme Court ruling that limited the president’s ability to impose tariffs using emergency authorities. As a result, the administration is now turning to other legal mechanisms, such as Section 301, to pursue trade enforcement.
Section 301 was also used during Trump’s first term to impose tariffs on hundreds of billions of dollars in Chinese goods.
