According to reporting, the number of “autism centers” exploded between 2018 and 2023 — a flagged sign that officials failed to audit and verify the legitimacy of many so‑called care providers.

Critics argue that state leadership turned a blind eye. While the schemes grew and allegedly funneled money overseas — some of which may have ended up supporting extremist networks — state oversight remained lax. As one analysis put it: under Democrat-run administration, Minnesota became “a ripe target” for criminal exploitation of welfare.
