RECORD-BREAKING: ICE Made Nearly 50,000 Arrests in July

Immigration and Customs Enforcement arrested nearly 50,000 people in July, marking the highest single-month total since the second Trump administration began and the strongest sign yet that the president’s mass deportation agenda is accelerating rather than slowing down.

According to government data obtained through the University of California Berkeley and UCLA Deportation Data Project, ICE recorded 49,571 arrests last month. That figure represents a 15 percent increase from the 43,021 arrests made in June and a staggering 70 percent jump from the 29,241 arrests recorded back in February.

To put the numbers in perspective, immigration arrests hovered a little above 8,000 in the month before Trump returned to office, a total made up largely of individuals already sitting in state or local jails who were simply transferred into ICE custody. The July figure is more than six times that baseline, underscoring how dramatically enforcement posture has shifted since Trump’s second term began.

The surge did not happen by accident. Congress recently approved a massive 70 billion dollar funding increase for the Department of Homeland Security, a large share of which was directed toward ICE operations. That funding has allowed the agency to hire more officers, expand detention capacity, and lean harder into partnerships with state and local law enforcement.

Those state and local partnerships, formally known as 287g agreements, have become one of the most important tools driving the increase. Under these agreements, local police and sheriff’s deputies are authorized to act essentially as an extension of federal immigration enforcement. In July, arrests made through these partnerships totaled roughly 6,500, accounting for about 13 percent of all arrests that month. A year earlier, these partnerships made up less than 5 percent of ICE’s monthly total, showing just how much this strategy has expanded.

Texas and Florida have emerged as the epicenter of this enforcement wave. The two states alone accounted for nearly 20,000 of July’s total arrests, a reflection of how aggressively both state governments have embraced cooperation with federal immigration authorities. Both states have leaned heavily into 287g partnerships, giving ICE a much wider net of local law enforcement officers empowered to make immigration-related arrests.

That close cooperation has produced real-world consequences that are already making headlines. In Key West, Florida, a restaurant manager confirmed that a 36-year-old employee, an asylum seeker who fled Haiti in 2017 after receiving death threats, was arrested by local police and turned over to ICE. Cases like this illustrate how enforcement has expanded well beyond the high-profile city raids that dominated headlines earlier in the year.

Indeed, the nature of ICE operations has shifted noticeably since the start of the year. Earlier in Trump’s term, enforcement was defined by large, highly visible operations in major American cities that drew intense media coverage and public backlash, including protests following fatal shootings connected to enforcement activity in Minnesota in January. Those incidents temporarily caused arrest numbers to dip toward the end of that winter.

Since then, the administration has adjusted its approach, moving toward a steadier, less visible but ultimately more effective enforcement strategy built around traffic stops, courthouse appearances, ICE check ins, and airport encounters. Mark Krikorian of the Center for Immigration Studies, a group that advocates for stricter immigration enforcement, noted that the shift in tactics has not slowed the administration down. If anything, he argued, the new approach is proving more efficient at reaching people who might otherwise avoid detection.
