Paul Campo, the 61-year-old former deputy chief of the DEA’s Office of Financial Operations under the Obama administration, was indicted Friday in Manhattan federal court on charges of narcoterrorism, narcotics distribution, providing material support to a foreign terrorist organization, and money laundering conspiracy.
Alongside his associate Robert Sensi, 75, Campo allegedly agreed to wash $12 million in drug proceeds for the Jalisco New Generation Cartel (CJNG)—a brutal Mexican outfit designated as a terrorist group by the State Department for its role in fentanyl trafficking, human smuggling, and thousands of murders.
Prosecutors say the duo laundered $750,000 in actual sting cash by converting it to cryptocurrency, all while boasting about Campo’s 25-year DEA insider knowledge to impress their “cartel contacts.”

The plot unraveled in a year-long FBI sting where a confidential source posed as a CJNG rep, luring Campo and Sensi into meetings from Tampa to New York.
In one session, they inked a deal to start with $200,000 and scale up to $12 million, discussing bulk cash smuggling, real estate flips, and prepaid cards to evade detection. By October, they greenlit a $5 million cocaine buy—220 kilos smuggled into the U.S.—taking a 30% cut of profits and promising to launder the rest.
“Welcome to the fucking cartel,” the source texted Sensi after the first drop in Charlotte, North Carolina. Campo, who retired in January 2016 amid whispers of unease with Trump’s incoming scrutiny, even offered to “strategize” for CJNG, drawing on his expertise in busting exactly these schemes during Obama’s tenure.
But the betrayal went deeper: Campo and Sensi plotted to arm the cartel with military-grade firepower, including AR-15s, M4 carbines, M16s, grenade launchers, and rocket-propelled grenades, plus commercial drones for smuggling runs. “I don’t want to say,” Campo allegedly demurred when pressed on sourcing RPGs, but prosecutors say he bragged about his federal contacts to make it happen.
U.S. Attorney Jay Clayton didn’t mince words: “Campo betrayed the mission he was entrusted with for 25 years at the DEA… CJNG is a violent and corrupting criminal enterprise that New Yorkers want broken.” DEA Administrator Terrance C.
Cole echoed the outrage, calling it a “direct assault on the brave agents fighting this poison every day.”
But the 15-page indictment paints a damning picture of a man who flipped from hunter to hunted, using his badge’s glow to peddle fentanyl death across the border.
This scandal hits hard under Obama, whose lax enforcement let cartels balloon—fentanyl deaths skyrocketed 1,000% during his watch. Trump, who’s designated CJNG a terrorist org and launched cross-border strikes, hailed the bust as “proof our DOJ works again—no more protecting the elite crooks.”
