Authorities say the man responsible for the deadly shooting at Old Dominion University had previously been convicted of supporting ISIS but was released from prison years earlier than federal prosecutors requested.
Mohamed Jalloh, a naturalized U.S. citizen originally from Sierra Leone, entered a classroom at the Norfolk university and opened fire after confirming it was a class for ROTC cadets. The attack killed Lt. Col. Brandon Shah, an instructor in the Reserve Officers’ Training Corps program.

According to the FBI’s Norfolk Field Office, the attack ended when ROTC cadets physically confronted and subdued Jalloh inside the classroom. Officials confirmed that their actions ultimately stopped the shooter and prevented additional casualties.
The shocking revelation that Jalloh had already been convicted in a federal terrorism case has intensified scrutiny over how he was able to return to society before committing the deadly attack.

Court records show Jalloh was arrested in 2016 and later convicted of providing material support to ISIS, the brutal terrorist organization responsible for numerous attacks around the world.
Federal prosecutors sought the statutory maximum sentence of twenty years in prison. They argued the evidence showed Jalloh knowingly worked with individuals connected to ISIS and participated in efforts to support the group’s activities.
According to investigators, a now-deceased ISIS member overseas helped connect Jalloh with a person he believed was another supporter of the terrorist organization. That individual was actually an FBI confidential human source working with investigators.
Prosecutors also said Jalloh traveled to Nigeria as part of the broader plot. During conversations with the FBI source, he discussed radical Islamic lectures by al Qaeda propagandist Anwar al-Awlaki and admitted those teachings influenced his decision to leave the Virginia Army National Guard.
Despite the government’s request for a 240-month sentence, Senior U.S. District Judge Liam O’Grady ultimately sentenced Jalloh to 132 months in prison — roughly eleven years. The sentence also required mental health treatment and substance abuse testing.
Jalloh was released from prison in 2024 under supervision conditions that included a ban on contact with terrorist organizations and monitoring of his computer activity.

The attack has prompted immediate reactions from lawmakers and national security officials who say the tragedy could have been prevented.
Rep. Jennifer Kiggans of Virginia called the shooting a devastating event for the university and the country. “The horrific tragedy that occurred today on ODU’s campus never should have happened,” she said.
Former federal prosecutor William Shipley highlighted the sentencing decision in a widely shared post on X, noting that prosecutors had asked for a much longer prison term. “The government asked for a 240-month sentence, the statutory maximum,” Shipley wrote, explaining that the judge ultimately imposed the reduced sentence instead.
Shipley also pointed out that the judge later took senior status, allowing a new federal judge to be appointed to the position. The replacement was nominated during the Biden administration, adding further political attention to the broader judicial timeline.
Meanwhile, national counterterrorism officials emphasized that agencies remain on high alert as global tensions increase. National Counterterrorism Center Director Joe Kent said intelligence officials are closely monitoring threats tied to individuals with known terror connections.
“Constant vigilance is a must,” Kent said. “Stay aware of your surroundings, and if you see something suspicious, report it immediately to local law enforcement.”
