Gavin Newsom’s Latest Assault on ICE: California Laws Shield Criminal Immigrants from Deportations

Gov. Gavin Newsom escalated California’s war on ICE in September, signing multiple bills to thwart federal immigration enforcement, including a ban on masked agents during raids, restrictions on data sharing for deportations, and a new law allowing undocumented parents to name alternate guardians for children in case of arrest.

The measures, part of a package to “resist Trump’s mass deportations,” also limit ICE access to schools, hospitals, and public facilities without warrants, and expand legal aid for detained immigrants, according to state announcements.

Newsom declared at a Los Angeles signing event, “Immigrants have rights and we have the right to stand up and push back,” framing the laws as a bulwark against “Gestapo-style tactics” amid Trump’s deployment of 4,000 National Guard and 700 Marines to Los Angeles in June.

The guardian bill, AB 495, enables parents fearing deportation to authorize extended family as caregivers for school enrollment and medical decisions, responding to inquiries from hundreds of immigrants since Trump’s inauguration.

Newsom’s office confirmed the state’s Medicaid agency shared data with DHS earlier in 2025 to verify federal fund use, but new laws now block such cooperation for deportation purposes, calling it an “abuse” that endangers health access.
