Federal authorities say a major terrorism investigation is underway after explosive materials were discovered in a Pennsylvania storage unit linked to two men accused of attempting a bombing near New York City’s mayoral residence.
The suspects, identified as Emir Balat and Ibrahim Kayumi, were arrested after traveling to Manhattan and joining counterprotesters gathered near Gracie Mansion, the official residence of the mayor of New York City. Investigators say the two men allegedly brought homemade explosive devices to the event.

Following their arrests, federal agents conducted multiple searches connected to the case. One of those searches led investigators to a Public Storage facility in Langhorne, Pennsylvania, where authorities discovered additional explosive materials believed to be connected to the suspects.
Law enforcement officials later carried out controlled detonations at the storage facility to safely dispose of the materials. Residents in the area reported hearing loud blasts overnight, though police confirmed there was never any danger to the public.
Details & Background
According to investigators, Balat and Kayumi are both from communities in the Philadelphia suburbs. Balat lived near Langhorne, while Kayumi is from Newtown, located a few miles away.
Authorities allege that the two men traveled to New York City together before joining a large group of counterprotesters at a demonstration outside Gracie Mansion. The protest was organized in response to a small anti-Muslim rally led by activist Jake Lang.
During the event, journalists captured photographs of Balat throwing an object with a lit fuse. Investigators later determined that the device contained the highly explosive compound TATP along with metal nuts and bolts intended to cause additional injury.
According to the criminal complaint, the device extinguished itself before detonating and no one was injured. Authorities say Balat later dropped a second object near police officers before attempting to flee the scene. Officers tackled and arrested him shortly afterward.
Investigators say the two suspects told authorities they had been inspired by the Islamic State group. The charges against them include attempting to provide material support to a foreign terrorist organization and using a weapon of mass destruction.
Both suspects are currently being held without bail.
Reactions
The case has drawn immediate attention from federal law enforcement officials and counterterrorism analysts who warn that extremist groups continue to influence individuals inside the United States.
New York Police Commissioner Jessica Tisch confirmed that authorities are carefully reviewing all aspects of the case as investigators attempt to determine whether additional people may have been involved or whether the suspects acted alone.
At the same time, some details remain unclear. Investigators are still working to determine how long the two men had known each other and how extensively the alleged attack had been planned.
Balat’s attorney, Mehdi Essmidi, has attempted to portray his client as a teenager struggling with personal issues. Outside court, Essmidi told reporters that the eighteen-year-old “didn’t have any idea what he was doing.”
However, prosecutors pointed to a disturbing statement allegedly made after Balat’s arrest. When asked whether he intended to carry out an attack similar to the Boston Marathon bombing, investigators say Balat responded: “No, even bigger.”
Authorities say forensic testing is now being conducted on the devices recovered during the investigation to determine their full capabilities.
Why This Matters to You
The investigation highlights ongoing concerns among law enforcement officials about extremist radicalization and the continued threat of terrorism within the United States.
While many details remain under investigation, the case demonstrates how quickly small-scale plots can develop into potentially deadly situations. Homemade explosive devices using compounds such as TATP are particularly dangerous because they can be assembled from widely available materials.
Federal and local authorities are now focused on determining whether the suspects received outside assistance or guidance. Investigators are also examining their online activity and communications to identify any potential connections to extremist networks.
The discovery of additional explosive materials in Pennsylvania suggests that the investigation could expand further as officials work to piece together the full scope of the alleged plot.
For communities across the country, the case serves as a reminder of the importance of vigilance and coordination between federal, state, and local law enforcement agencies. Preventing attacks often depends on rapid responses, intelligence sharing, and the ability to quickly disrupt threats before they can be carried out.
As the investigation continues, authorities say their priority remains understanding how the plot developed and ensuring that any remaining threats connected to the suspects are fully neutralized.
