One is Martha Alicia Méndez Aguilar (aka “La Diabla”), captured September 2, 2025 in Juárez in cooperation with Mexican authorities. She is accused of leading a baby-trafficking and organ-harvesting ring, allegedly selling newborns to U.S. buyers for up to ~$13,000 and conducting illegal C-sections and organ removals of vulnerable mothers.
The second arrest involves Leonardo Daniel Martínez Vera (aka “El Pato”), a high-ranking boss in the Sinaloa Cartel arrested October 15, 2025 in Juárez after ODNI’s National Counterterrorism Center (NCTC) provided actionable intelligence. He is alleged to have run extensive narcotics, extortion, and kidnapping operations.
These operations reflect a shift in U.S. policy under the Donald Trump administration’s second term: treating cartels not simply as criminal networks, but as hybrid terrorist entities, coordinating with U.S. and Mexican agencies to strike at their infrastructure.

The “La Diabla” ring reportedly lured pregnant women — often impoverished or vulnerable — to remote locations, performed illegal cesarean surgeries, harvested organs from the mothers post-mortem, and sold the newborns to U.S. couples for as much as 250,000 Mexican pesos (~$14,000).
ODNI’s NCTC provided location tracking, pattern analysis, and inter-agency coordination that enabled Mexican law enforcement to move in for the arrest.
In the case of the Sinaloa Cartel boss, ODNI’s intelligence sharing and collaboration with the Federal Bureau of Investigation, USDiplomatic Security Service and Mexican partners culminated in a successful operation after a nine-month multi-agency effort.
Earlier in the year, Gabbard publicly warned Mexican cartel networks that U.S. national security would not tolerate their operations — building the policy framework for these results.These arrests reflect growing alignment between border security, immigration enforcement, and counterterrorism strategy: cartels operate across borders, traffic in people, drugs, weapons — and now organs — making them a direct threat to U.S. sovereignty and safety.

Gabbard praised the intelligence community’s “exceptional work” on X, saying: “Our team at @ODNIgov National Counterterrorism Center … working hard every day with our US interagency partners, law enforcement, and Mexican law enforcement to defeat cartels and keep the American people safe, secure and free.”
Mexican authorities confirmed cooperation and noted that the successful operations demonstrate the United States’ growing operational presence and support in Mexican-cartel investigations. Senior intelligence officials stated that the cartel networks are increasingly functioning like terrorist organizations, requiring U.S. foreign-policy and national-security tools beyond traditional law enforcement.
Critics have cautioned about sovereignty and escalation risks, but supporters argue the border is a war zone and only strong US-Mexico cooperation can blunt the cartel threat.
