The dispute centers on the National Trust for Historic Preservation, a nonprofit that sued to halt the roughly 400 million dollar project, arguing it should undergo independent review, a public comment period, and congressional approval before moving forward. Trump has responded with characteristic bluntness, branding the group and its members “TREASONISTS” in a lengthy Truth Social post and accusing them of exposing sensitive military secrets by pursuing the lawsuit.

According to Trump, representatives of the nonprofit were shown detailed plans and specifications for the facility by senior military and Secret Service leadership and were explicitly warned about its classified nature before they filed suit. He argued that no private citizen, including a woman he described as walking her dog near the White House, has any legal standing to stop what he called a desperately needed national security structure.

The president did not offer public evidence that the National Trust disclosed classified information, but administration officials have consistently framed the ballroom as inseparable from a much larger security complex being built beneath and around it. That complex, according to court filings, includes bomb shelters, sniper positions, missilemissile-resistantuction, and facilities extending as far as five stories underground.

The administration has also pointed to a rooftop feature it calls a “DronePort,” which officials say is designed to help defend the White House complex and the broader Washington area from aerial threats. Court documents filed by Justice Department attorneys describe the project as vital to protecting the president, his family, senior staff, and visiting foreign leaders from a range of modern threats, including drone attacks, ballistic missiles, and biohazards. Attorneys have gone so far as to argue that halting construction, even temporarily, would itself constitute a national security threat given how much work has already been completed and paid for.

Deputy Secret Service Director Matthew Quinn submitted a declaration to the court stating that continued work at the site of the former East Wing is necessary to meet the agency’s safety and security requirements. Quinn warned that any pause in construction would hamper the Secret Service’s ability to fulfill its statutory protective mission, a claim the administration has leaned on heavily throughout the litigation.

The scope of the underground work has drawn particular attention. The new complex is designed to sit atop a rebuilt Presidential Emergency Operations Center, a facility with roots going back to World War II, when a bunker was constructed beneath the East Wing to shield President Franklin Roosevelt from the threat of air raids. Supporters of the project argue that modernizing this kind of protective infrastructure is long overdue given the range of threats facing the presidency today.

Trump has cited a specific recent incident to bolster the national security argument. In a court filing, the administration referenced an alleged Iranian missile threat against Air Force One on July 8, which reportedly prompted Trump to quietly switch aircraft while departing Turkey. Officials say episodes like this underscore why presidential security infrastructure, including at the White House itself, needs urgent upgrading.
