Senate Majority Leader John Thune (R-S.D.) announced on the Senate floor that the bill would come up for debate and a potential vote as early as next week, aligning with Wednesday, March 18, 2026, or surrounding days in the week of March 16.
The move follows strong pressure from President Donald Trump, who has indicated he will not sign other legislation until the measure is passed. Supporters argue the bill is necessary to safeguard elections from non-citizen voting and restore public trust in the electoral process.

The SAVE America Act builds on the original SAVE Act (H.R. 22), which passed the House in April 2025 but stalled in the Senate. A revised version passed the House again in February 2026 by a narrow margin of roughly 218–213.
Key provisions of the legislation include prohibiting states from processing voter registration applications without documentary proof of citizenship, such as a passport, birth certificate, or naturalization documents. It would also require photo identification for voting in federal elections, whether in person or by mail, and increase penalties for non-citizens who attempt to register or vote.
Supporters argue the measure represents a common-sense reform designed to strengthen election integrity. They say it addresses vulnerabilities in registration systems that could allow ineligible individuals to be added to voter rolls.
President Trump has repeatedly described the legislation as a “must-pass” bill aimed at preventing election fraud in future elections, including the upcoming midterms.
Senate Republicans, who hold a narrow majority, plan to allow extended debate on the proposal. Leaders say this will give lawmakers an opportunity to propose amendments and present arguments on both sides of the issue.
While the bill is expected to receive support from most Republican senators, it still faces the Senate’s 60-vote threshold required to overcome a filibuster. Some Republicans have suggested forcing a prolonged debate if Democrats block the bill.
Opponents of the legislation argue it could create barriers for eligible voters who may not have immediate access to citizenship documentation. Critics also say certain groups, including married women who have changed their names or low-income citizens, could face additional challenges.
Supporters respond that identification requirements are widely supported by the public and note that provisions exist for provisional ballots and limited affidavits in certain circumstances.

The debate also comes amid broader efforts by lawmakers to restore confidence in election systems following controversies surrounding previous elections.
Public opinion surveys have consistently shown strong support for voter identification requirements across political parties, making the issue a significant political topic heading into the 2026 midterm elections.
