For years, Americans were told to trust the science and trust the experts. Chief among those experts was Dr. Anthony Fauci, the longtime director of the National Institute of Allergy and Infectious Diseases, who became the face of the federal government’s COVID-19 response and the architect of policies that shuttered businesses, closed schools, and upended millions of lives.

Now, newly surfaced documents suggest that the man Americans were told to trust without question was privately telling himself something very different from what he told the country under oath.

More than 1,100 pages of Fauci’s personal records were released by Sen. Rand Paul, the Kentucky Republican who chairs the Senate Committee on Homeland Security and Governmental Affairs, ahead of Fauci’s testimony before the panel. Buried in those pages is a diary entry from February 8, 2020, in which Fauci wrote that he and former CDC Director Tom Frieden agreed the coronavirus was behaving “like a bad influenza” and that the true case fatality rate was “more like 0.2-0.3 percent rather than 2.0 percent.”

That estimate, penned in Fauci’s own hand and never intended for public consumption, is strikingly close to what later became the broad scientific consensus about COVID-19’s true lethality once testing caught up with the actual scope of infections. It is also roughly ten times lower than what Fauci told the American people just weeks later.

On March 11, 2020, the very day the World Health Organization declared COVID-19 a global pandemic, Fauci appeared before the House Oversight and Government Reform Committee and testified under oath that the death rate was climbing toward 3 percent. “The stated mortality over all of this when you look at all the data, including China, is about three percent,” Fauci told lawmakers. “It first started off as two and now three.”

When pressed by Rep. Michael Cloud, a Texas Republican, to compare COVID-19 to the seasonal flu, Fauci acknowledged that undetected mild and asymptomatic cases might push the real mortality rate down to around 1 percent. Even so, he told the committee the virus was still “ten times more lethal than the seasonal flu,” a comparison point that would echo through cable news segments, White House briefings, and state government mandates for the next two years.

The contrast between Fauci’s private math and his public testimony is not a minor rounding error. It is the difference between a serious but manageable public health threat and a civilization-altering catastrophe. And it was the inflated public number, not the private one, that became the justification for the most sweeping peacetime restrictions on American life in modern history.

Lockdowns shuttered more than 3.5 million small businesses across the country. Schools closed for over a year in many blue states, robbing an entire generation of children of classroom instruction, social development, and, in many cases, adequate nutrition. Millions of Americans lost jobs, and the government responded by printing trillions of dollars, feeding an inflationary spiral that hollowed out household budgets for years afterward.

None of that, critics say, happened in a vacuum. It happened because officials like Fauci projected a level of certainty and severity to Congress and the public that his own private notes suggest he did not actually possess.

Whether that gap reflects evolving science, as Fauci’s defenders have long claimed, or a deliberate decision to alarm the public into compliance, is now at the center of a bitter and consequential debate in Washington.

Fauci had a chance to address the discrepancy directly. Just days after Paul released the diary excerpts, Fauci appeared before the Senate committee for testimony of his own.

Rather than answer questions about the numbers, the origins of the virus, or his role in shaping the government’s response, Fauci reportedly invoked the Fifth Amendment more than 110 times, declining to answer even basic substantive questions about his conduct during the pandemic.

For a man who spent the pandemic assuring Americans that he was simply “following the science,” the refusal to answer questions about his own documented private assessments struck many observers as telling. A public official does not typically need Fifth Amendment protection against self-incrimination unless there is a genuine concern that truthful answers could expose wrongdoing.

Sen. Josh Hawley, the Missouri Republican, was blunt in his assessment of Fauci’s stonewalling, reportedly telling colleagues that “silence is admission.” Hawley and other Republicans on the committee have pointed to the diary alongside other document releases as evidence that Fauci misled Congress not just about the virus’s lethality, but about its origins as well, including the extent of U.S. taxpayer support for risky research at the Wuhan Institute of Virology.

The stakes of this revelation go beyond one man’s professional reputation. The 3 percent mortality figure Fauci gave Congress in March 2020 became a load-bearing number in the architecture of pandemic policy. It was cited by governors imposing stay-at-home orders. It was invoked by school boards justifying remote learning mandates that lasted well over a year in some districts. It shaped the risk calculus of ordinary families deciding whether it was safe to visit elderly relatives or attend a funeral.

Had the public been given the lower estimate Fauci scribbled in his diary just a month earlier, the national conversation might have unfolded very differently.

A fatality rate in the range of 0.2 to 0.3 percent, while still a serious concern, does not carry the same civilizational urgency as a rate ten times higher. Policy decisions made under the shadow of the higher number were, in effect, decisions made using information that Fauci’s own private assessment suggests he did not fully believe.
