Approved during Johnson’s tenure (1963–1969), these operations saw U.S. military planes dispersing silver iodide and other agents to alter rainfall, extend monsoons, and even attempt to influence hurricanes. What began as experimental “research” quickly morphed into weaponized weather manipulation.

Project Popeye, launched in 1967, stands as the clearest example of this hubris. The U.S. Air Force seeded clouds over the Ho Chi Minh Trail in Laos and North Vietnam, aiming to flood roads, trigger landslides, and disrupt communist supply lines. Declassified State Department documents confirm the program’s operational phase received high-level approval, with seeding missions flown from bases in Thailand.

President Johnson himself endorsed these efforts. A letter attributed to him in related CIA reports praises the classified operations, tying directly to his earlier ominous declaration as vice president in 1962: “He who controls the weather will control the world.” Such rhetoric from a sitting leader should alarm any freedom-loving American concerned about centralized power.

Conservatives have always championed individual liberty and skepticism toward unchecked federal authority. Johnson’s Great Society programs expanded welfare-state bureaucracy at home, while abroad his administration treated the skies as another battlefield to dominate. This history fuels legitimate skepticism toward modern claims of “contrails” versus “chemtrails.” While mainstream science debunks widespread civilian spraying conspiracies, the proven existence of Popeye and similar programs shows government has crossed lines before—often without accountability.

Conservative principles demand transparency. When declassified documents reveal presidents endorsing weather control ambitions, it reinforces the need for strict oversight of federal agencies like the CIA, DoD, and NOAA.

Johnson’s quote about controlling the weather echoes through today’s debates on climate intervention. Big-government solutions—whether Great Society spending or geoengineering schemes—invariably concentrate power in Washington, away from states and citizens.

The moral hazard is clear: if leaders believe they can manipulate storms for military gain, what stops future administrations from deploying similar tools domestically for political ends?

Recent conservative-led legislation, such as the Clear Skies Act introduced by Reps. Marjorie Taylor Greene and Tim Burchett, seeks to prohibit weather modification within U.S. borders. These efforts reflect growing awareness that history must not repeat itself.

States like Tennessee and Florida have already enacted bans on geoengineering practices, alluding to chemtrail concerns rooted in documented past programs. Such state-level pushback embodies federalism—pushing back against centralized overreach.

The resurfacing of these CIA files coincides with renewed calls from figures like Robert F. Kennedy Jr. to scrutinize any ongoing atmospheric programs.
