On July 7, 2025, the Trump administration’s Department of Justice (DOJ), led by Attorney General Pam Bondi, secured a major legal victory when U.S. District Judge Amit Mehta in Washington, D.C., denied a preliminary injunction sought by five organizations to block the cancellation of over 360 grant awards totaling nearly $800 million.
The grants, managed by the DOJ’s Office of Justice Programs, were originally allocated for programs supporting violence reduction and crime victims but were canceled in April 2025 as part of a priority shift to fund law enforcement operations, combat violent crime, and support American victims of trafficking and sexual assault.

Mehta also granted the DOJ’s motion to dismiss the case, ruling that the court lacked jurisdiction and that the plaintiffs failed to state a constitutional violation or protection. “Defendants’ rescinding of these awards is shameful. It is likely to harm communities and individuals vulnerable to crime and violence,” Mehta wrote in his 51-page ruling. “But displeasure and sympathy are not enough in a court of law.”
The lawsuit was filed by the Democracy Forward Foundation and the Perry Law Firm, who argued that the grant terminations violated due process, lacked clarity, and infringed on Congress’s appropriation powers under the constitutional separation of powers clause.
The plaintiffs claimed the cancellations caused significant harm, including layoffs and program closures in communities, particularly those with high minority populations like Fulton County, Georgia, where 60% of residents are people of color.
The DOJ countered in a court filing that there was “no legal basis for the Court to order DOJ to restore lawfully terminated grants and keep paying for programs that the Executive Branch views as inconsistent with the interests of the United States.”
The department framed the lawsuit as a “run-of-the-mill contract dispute” better suited for a different court, a position Mehta upheld in his dismissal.
Bondi’s aggressive move aligns with President Trump’s broader agenda to eliminate wasteful spending and redirect federal resources to America First priorities. The DOJ has already reallocated $300 million of the clawed-back funds to Immigration and Customs Enforcement (ICE) for deportation operations and $200 million to anti-trafficking task forces, according to a July 2025 White House memo.
The victory bolsters Bondi’s reputation as a fierce enforcer of Trump’s policies, following her actions in March 2025 against Illinois’ DEI disclosure law and in April 2025 against Maine’s Title IX violations. On X, supporters celebrated, with users posting, “This is ANOTHER sneaky way of taxpayer funding of NGOs and nonprofits—GONE!”
However, some X users criticized Mehta’s personal remarks, writing, “Letting these incompetent judges have a personal opinion on a decision is shameful.”
The ruling has sparked intense debate. Progressive groups, including the ACLU, vowed to appeal, arguing the cancellations disproportionately harm vulnerable communities. Lisa Gilbert of Democracy Forward called the DOJ’s actions “a reckless abuse of power,” citing a 2024 Brennan Center report that showed similar grant programs reduced violent crime by 15% in urban areas.
Republicans, including Rep. Andy Ogles (R-TN), praised Bondi’s “bold leadership,” tying the win to the Department of Government Efficiency’s (DOGE) mission to cut $2 trillion in federal waste, as outlined in a 2025 Heritage Foundation report.
Senate Minority Leader Chuck Schumer (D-NY) slammed the decision as “a travesty,” accusing Bondi of turning the DOJ into “Trump’s personal weapon.”

Supporters, however, see it as a necessary correction of Biden-era excesses. Bondi, appearing on Newsmax, dismissed critics, saying, “The left cries when we stop their slush funds. We’re here to protect Americans, not activists.”
The ruling also intersects with broader GOP efforts to curb federal spending. House Speaker Mike Johnson (R-LA) linked the clawback to the recently passed “One Big Beautiful Bill Act” (H.R.1), which allocated $45 billion for border security. The appeal process could escalate to the D.C. Circuit, but legal experts, per a July 2025 Politico analysis, doubt the plaintiffs will succeed given Mehta’s jurisdictional ruling. For now, Bondi’s win solidifies her as a MAGA powerhouse, with Trump calling her “a patriot cleaning up the mess” on Truth Social.
